The Housing (Scotland) Bill was introduced to Parliament in March 2024, and will deliver on Scottish Government’s commitment to introduce a long-term system of rent control for Scotland.
In October 2024, Scottish Government announced plans to consult on how regulation-making powers in the Bill could be used – in particular regarding exemptions from rent control and conditions for rent increases above the cap.
The consultation was launched early in response to stakeholder requests for clarity and is now open and available to access here. It will be available until 18 July 2025 and any interested party is encouraged to share and participate to ensure a wide range of input.
